What about all the SpaceX debris spread out along the Gulf of Mexico? Will he collect that and refuse it?

They seem to try to collect some of it. But they should try to find a solution to collect all of it. And other rocket operators discard all of their rockets to the seas of the world & collect nothing. Not too smart.
