Both are capitalist, so neither is surprising really
capitalism supported public health measures—especially the very cost-effective public health measure of immunizations—for centuries before the very recent self-destructive turn against them. we didn't just start being capitalist.
There's a lot to be said about that, but the short of it is that all health care under capitalism is aimed solely at keeping workers at work as much as possible, regardless of how detrimental it is to their actual health.
Thus, unless an epidemic or other broad health issue begins to affect worker productivity on a large scale, capitalist medicine is more than happy with bandaid solutions
