I would think it kind of wouldn't swirl either way at some latitudes--the "switchover" zone
I like to imagine, at least, that one could position oneself *directly* on the equator, drain a sink, and watch the water go straight down -- sans swirl.
I went to an equator park in Kenya, where you can take a photo standing straddling the line, and they showed us the difference.
