How the EPA's workforce has changed over time Each fiscal year, the EPA budget approved by Congress includes a count of full-time equivalent staff. Before FY2017, the count showed actual FTE totals; after that, it reflects the budgeted ceiling. The FY2025 budget does not include the second Trump administration's staff cuts.
