I'm pretty sure when it comes to common sense deductions like that, Miller is not very competent. He is so filled with hate there is no room for all that much knowledge that wouldn't feed it, like an intelectual tape worm.

Miller's hatred of immigrants is projected self-loathing. His misanthropy is a defense mechanism that prevents any honest self-reflection and self-acceptance. Miller always looks like he's about to snap.
