Talk is cheap. This is probably the only part of me that wishes I lived in Florida. A cop car fits, comfortably, 2 officers and 3 detainees. 3-5 cop cars is 15 detainees and 10 officers. It would take 30 people to make them useless? 50-100 to make calling for backup useless?
Anything more than 100 would be "we're calling out the national guard to and gonna start shooting teargas as people holding chalk for drawing rainbows".
