I just assumed they would voter intimidate, then when the bomb threats come in, they will shut down polling places "for safety"

It doesn't even need to be as conspiratorial as "fake bomb threats." Everyone always imagines it's an all or nothing thing. "All elections are cancelled. No one votes." It's just a numbers game. He was on the phone with Georgia asking them to find 20K more votes, not switch it to 100%.
