Here in Australia we also have a useless tax system when it comes to the uber rich. As we are a more socialist country, I have the solution. If you don’t pay a minimal amount of your taxable income, you and your business can’t use public infrastructure. Public hospitals, ambulances, roads, etc.

There's a bunch of people believing the BS that we can't tax them because they'll just go somewhere else. Trump himself said that recently. That is NOT TRUE. The USA taxes the income of all citizens no matter where in the world they reside.

And you can't give up your citizenship without paying 20% of your total net worth. So we have them by the balls. If we increase their income tax, they have no choice but to pay it.

There is one loophole, and that's when they borrow money against their assets. That isn't counted as income, so they live off that, and then their assets appreciate faster than their debt since their assets can grow at 20% and their much smaller debt only grows at the interest rate the bank charged

So we need a way to make that debt taxable as income for individuals who's total net worth is over $100 million, they should be required to pay income tax on any debt that is backed by their assets.

The problem is how billionaires set up their financials. They do not get "paid" per se. If they were they'd be taxed on that. Instead they get paid in stock options and assets, then ask for loans from banks and use their assets and options as collateral. You can't tax debt incurred.
