Tipping for services outside of waiting, where workers have something of a wage, tends to be a lower percentage of income.

"No tax on tips" isn't really about tipped wages. In Snyder v. US, the SCOTUS decided that a bribe isn't a "bribe" if you get your prize after you do the thing, then its a perfectly legal "tip". So all the bribes that politicians get are now legal AND tax-free because they're considered tips.
