I know she's not with the city anymore, but Janie Romoff was a complete nightmare at PF&R. I don't know that Howie Dayton was in the general manager's role long enough to leave a clear impression of his performance, and I've never heard of Tom Azouz. That whole department needs a TNT enema though.

Under her nine years as general manager, Parks, Forestry and Recreation was one of the most unresponsive—if not the most unresponsive—city departments, both to council and to residents, on subjects ranging from park maintenance, to public toilet opening, to tree removal, to island ferry service.
