Yes it would do more to limit them than declaring them terrorists. For starters because it's an action based in material action. It wouldn't make the cartels disappear but again, neither does declaring them terrorists.

Yes I'm aware. But those things don't come from nowhere. Cutting off a revenue stream would do more than this.
