After the Payless stores closed, I, among many other trans women I know, was in mourning. However, I've found Dream Pairs flats to be very comfortable and reasonably priced. I'm not sure if they come in 13, but their 12s are roomy. Payless also continues to sell online, but on Amazon, bah.

Don’t wear 13s, but the best luck I’ve had is using DSW to find size 13. No experience with Vionic, but Naturalizer is great! Bellini is a bit cheap construction for the price. www.dsw.com/category/wom... should take you direct to the size filter for flats.
