The reason for the high consumption of seed oils in Israel is almost certainly kashrut. Frying in butter or animal fat makes a dish dairy/meat, respectively, whereas vegetable oil is parve. And seed oils like sunflower or canola are much cheaper than olive oil.

For the same reason, I suspect you would find that margarine consumption is much higher in Israel than in comparable countries. If you're baking a cake to be eaten after a meat meal, many people would prefer for it to be parve, so they don't use butter.
