This isn’t how the Public Information Act works. I work for a state agency in Texas. It’s why I have two completely separate phones: if it’s on a work device, it’s subject to a PIA request. If it’s personal and/or embarrassing, you don’t share it on a work device.
Hells Bells, even if it’s not that personal, I send things to spouse’s personal email/phone. Things like reminders to call our son; pick up TP; etc. Mundane but not stuff a taxpayer phone is meant for.

But PIA should cover the requested emails. Its stated purpose is to "enable the people of Texas to... hold their public officials accountable"
