Like, maybe talk to cities who have accomplished major, major tunnel projects recently? Seattle and Boston come to mind. These are not projects to hand to a boy prone to tantrum.

Don't underestimate sand bags! But this is highly specialized work, that requires a lot of expertise the Boring simply company doesn't have. There are engineering firms that can do this well and then maybe, Boring Co. can be a subcontractor for some tunnels if they're willing to build them to spec.

Boring Company has highly advanced technology to absorb large amounts of taxpayer dollars and channel them into Elon's pockets. Preventing floods? Not so much

Talk to Chicago about Deep Tunnel. It’s projected to be completed in 2029. They’ve ONLY been working on it for 30 yrs right now.

Structural mitigation from floods fails generally since it may prevent a typical event, but will eventually lead to a much larger event’s. Read the decades of research on this by Gilbert White.

Major cost in tunneling can be the cost of the boring machine. Sounds like The Boring Co has a 12’ dia TBM and that’s their selling point. Nevermind that it doesn’t meet the goals of the project.
Similar-size (cost and volume) stormwater tunnel programs have been successfully completed across the Midwest, so this isn’t new or something only they can do.
