It’s because people can usually buy their way into better customer service with private businesses, but everyone is theoretically the same for public orgs. So when they’re saying “efficient” they mean money talks louder.
Like that guy that didn’t want his taxes going to fire prevention but was willing to pay any price for private fire fighters. This wasn’t inconsistent; the ideal for him was a FF force that *other* people paid the daily maintenance on but that he could outbid and divert to his needs at will.
