I got a similar message in OR trying to sign up thru Walgreens, but was able to schedule at CVS w/o one. It might be worth checking a few places (my local Kroger didn’t have any available to sign up for either, but third time was the charm).

The CVS website said the Covid vaccine isn't available in Louisiana because of state restrictions.
