There are existing systems in Texas to do this, Central Texas Warn, which people have to register for - does direct text & phone notifications. I’ve lived near tornado sirens & a siren system doesn’t tell you what to do (in Texas, you think tornado & would have done the worst thing for a flood.
And tornado drills?
We have earthquakes in California and we do earthquake drills. Same for mass shootings and fire. That area in Texas is known for flooding. Is there a flood drill in place?
Can text/phone notification work without signal?
No which is why folks camping and folks running camps, RV parks, etc should always have a weather radio.
So Central Texas Warn is an idiotic effort by Texas government? Why doesn't Texas governments on all level get some experts together to devise a plan of action in all disasters? Isn't that one of the basic functions of a government?
There should be a warning system w/sirens. That said, that is a pretty big area with terrain that could absorb the sound so the sirens may not be reach everyone they need to. It seems to me the real failure here is the state government not requiring working weather radios at all camps, etc
Responsibilities are on all. One camp got everyone out safely because people running it followed common sense. If it looks dangerous, leave! Camps should know the long history of flooding. No one took the weather forecast seriously? Some argued on this site that sirens are useless.
