Cost = value seems like a very bad way to look at defence spending to me.

They're starting to think more creatively (uksa.statisticsauthority.gov.uk/publication/...) but it's conceptually difficult - is the output of the armed forces wars fought? Wars prevented? Making people feel safe? Something else?
