Ok, I understand your point. I guess that’s good if it doesn’t have quite the same bite, but it will still be an overall increase, no?

Measles will increase if the vaccination rate decreases, but the antivaxers are already not vaccinating their children, so I'm not sure how much of a change this will cause in the vaccination rate, the only people who will stop vaccinating are those who just forget or... 1/3
are antivax leaning but don't want to bother with the paperwork or afraid they would get in trouble for claiming religious exemption. It probably will drop the vaccination rate some, and I see this as a mistaken policy, but the narrative online that the antivaxers are suddenly freed is just false
as is the claim that measles outbreaks would lead to vaccine resistant mutations I don't mean this as criticism of you, I just see a lot of well intention vaccine misinformation on here and want people to have good info on a topic as important as this
I like the additional context. I guess time will tell (and soon) what the impact or lack of impact will be!
Assuming the legislature is even willing to pass it, the health dept cannot unilaterally remove the polio, MMR, and DTaP/Tdap requirments
