They left a giant loophole, however. Congress has the power to subpoena and the power to find witnesses in contempt, but they have no power to enforce subpoenas or punish that finding of contempt. They're dependent on the DOJ for those.

Congress does have some power to enforce its subpoenas, but it is pretty limited. Given how incompetent the department of "justice" is relying on the DOJ does mostly neuter congressional subpoenas though.

Yes it matters. If Congress had the power to enforce subpoenas then Gym Jordan would have been required to testify before the January 6th Committee.
