Unfortunately, unless they're getting a Uhaul they're probably using one of the rental companies whose business model *is* renting to feds. If it's left unattended, you can try to get it towed for not having plates though. And there are possibilities in the hardwired GPS tracking too.
But that's just it, these guys aren't feds. Show me an official uniform of ICE or CBP that includes whatever blue jeans from home. These guys are bounty hunters. The real feds wear masks and these clowns wear masks to provide plausible identification.
Oh, I agree that they're not trained or sworn law officers, but they're now being given access to fed resources all the same. It's still possible it's a personal vehicle, so it's certainly worth checking.
It's more than likely it's a personal vehicle. But if it's a federal vehicle and they are not federal officers that's worse.
