Same with US Navy and other countries' coast guards and navies. They have right to sail in international waters. That does not imply the right to arrest anyone in international waters

Lol. Next you're going to tell me that we don't have the right to arrest people on their own soil, yet 70 years of the US arresting people in Afghanistan, Iraq, Granada, Cambodia, Vietnam, Beirut, Iran, Somalia, Bosnia says otherwise.
