They have been for several decades. That's why Texas has been "red" since the late 90s. Dems have tried to legislate against it, but bills get blocked by GQP. This is not an even fight and blue states haven't answered in kind. Dems need like 70% of the vote for 50% of the representation. Enough.
Same in NC. The Republicans block anything they don't agree with brc ause they have a super majority even though we have had a Dem governor.

Not any that I know of. I hope California goes through with redrawing maps and maybe a few other blue states will step up. The Republicans have to be defeated at their own game.
