The strike against him? “leash biting w/ increasing intensity making it difficult to handle him safely…jumping upward 'air-snapping' when attempting to leash bite” Still, u deemed him Level 2 & safe to go to a home w/ children 13+

The good? “walk well on leash when outside & continues to social with staff.” He did not react to dogs or people on leash & when introduced to dogs greeted calmly. U pumped him w/drugs but didn’t bother taking more than 1 photo; no videos so he could be seen. @thescoopnewyork.com #ReformNYCACC
