The same thing 27 senators did. It means we can support defensive measures like Iron Dome but not offensive weapons of death and displacement.
And in case you are wondering what the radical policy is, I'll tell you. Radical would be making a formal alliance with Iran to wage total war against Israel like we did with the USSR to defeat the Nazis and the Japanese empire, including dropping nuclear weapons to force unconditional surrender.
So you don't understand opportunity cost. Every dollar worth of "defensive" aid opens up a dollar they will spend on bombs to drop on hospitals. The minimum acceptable policy is a full arms embargo and ending all aid to Israel while forcing aid into Gaza whether Israel likes it or not.
