Also, they really want to target their recruiting on people who didn't learn Spanish at home or through their community AND who would never ever in a million years make the effort to learn any language other than English. They only want 'real' Americans who ONLY speak English.

Thank you for clarifying. Your post about the willful suspension of language training made me think of the "requerimiento" (a term which I haven't thought about in years) which, whether factually or falsely, I believed was used as justification for the imposition of encomienda.
