I agree, the problem is there is no legal provision to expel a state from the EU. They can only leave on their own account. Like the UK with Brexit. Orban will never leave because he tries to obstruct all European policy.
Hungary benefits from the EU membership and thus has no inclination to leave. To admit more EU members logical reasoning was not part of the requirement. A legal provision to expel a state should have been that any political affiliation contrary to the majority of all members leads to expulsion.
