I'm sure at some point there will be more details about what it is with the 16 states and the legal requirement with them only. Virginia may have a republican Governor, for now, but our legislature could hopefully take care of whatever law related problem has caused this

Most of the issue is current lack of ACIP authorization for the new COVID vaccines in the vaccine schedule (committee is in disarray). But don’t be surprised if health insurance providers start using this as air cover to deny coverage.
