I believe the MN killer is not being charged federally because it was feared trump could pardon him. He's facing Minnesota state charges.

Vance Boelter has been indicted on six federal charges and more state charges. He will be tried by the feds first and Boelter's lawyers have waived his right to a speedy trial.
