It is fortunate that this gentleman was able to move to the UK from a former communist nation. Upon arrival, he is eligible for free healthcare services, affordable rental housing and unemployment benefits once contributions to the system have commenced.
That freedom was available to citizens of any EU member stat, incl. UK, moving to any other EU member state, incl. UK. It is not available to new EU arrivals in the UK now, or to new UK arrivals in 26 of the 27 EU member states. (UK citizens can still move freely to Ireland due to the CTA).
