As someone who worked and led in emergency services for years… FEMA has regional offices and they work with local emergency management to plan and coordinate. And one more thing….this shit show is not how emergency management works nor is it remotely in line with unified command and response. NO STATE has infinite resources so assistance from other state and federal resources. Also local officials in Texas have ignored this issue since 1987 at minimum!
2/2 start preparing all thing necessary to respond. Along with public safety leadership they work hand in hand to mitigate. At the same time FEMA deploys personnel and logistics to handle displacement, infrastructure, shelter, food. Then staff will work with those citizens to provide recovery.
