The real downside to a government shutdown is it pretty much formally allows Trump to do exactly what he’s already doing.

There’s no material benefit in terms of government (not) functioning but if you could tie it to one issue that’s already unpopular you could make it Trumps shutdown and seriously weaken him and republicans in congress abetting him.

Also, they might want to dump RFK but just don’t want to be the one’s to do it. Shutdown threat could be the off-ramp because “it’s the democrats doing” At the end of the day the shutdown is gonna require some republicans so it’s really on them.
