Maybe for quick basecoats on cloth uniforms and stuff? I think big areas would turn patchy as it dries fast, and it would end up looking like it was done with felt tip pens. Which is kind of what it is...

I guess that could be the problem. You might need to know a few things about miniature painting to use them to a good result and if so they are of no use for beginners.
