It's a voodoo math. Core inflation is a cover-up. Everyone in Govt.. Both Dem, rep and otherwise use this. It's always been a BULLSHIT number. You need to look deeper into the numbers and you will see that inflation has not moved at best. And probably got worse.

Not representative for low-income households Lower-income families spend a larger share of their budget on food, gasoline, and utilities — precisely the items excluded in core inflation. Core CPI might say “inflation is easing” while these families still face high living costs.
