I think it's far more nefarious than that - they know what the truth is but they wanted him to say it anyway because they know a large percentage of the public will believe it - and that their belief equals support. Persuasion is the metric, not truth.

SO my horrible congressman McGuire in Virginia's 5th did a joke of a virtual call-in town hall a week before Trump's speech, and HE brought up the transgender mice. So maybe it is a conspiracy talking point they are both responding to, or maybe they used McGuire to test-market it.
