I think Boasberg actually served as the chief judge on the special super secret alien terrorist removal court, but it has never been used.

So when Drew Ensign comes into Boasberg's courtroom and says that there's just no way to remove these alien terrorists without invoking a 1700s war power, that must be especially galling.
