The thing to note, if you look up the VA property, is that several other people are listed on title. One thing that can happen on primary residence mortgages is a non-occupant coborrower - somebody who is helping the main person, who will be living in the home, to qualify
What you'd expect in that situation is that a lot of the documents would reflect that the loan/property are *a* primary residence, but it doesn't follow that the NOCB is claiming it as *their* primary residence

Just speaking for myself, but I always respect people who admit their mistakes.
Once I saw the docs and confirmed a co-borrower doesn't have to make it primary, it's pretty black and white. I sure don't like being wrong - or, more to the point, falling for bullshit - but I'd rather be wrong and be corrected than go through life believing bullshit!
