My GP claims to be but they're refusing to change my NHS number and gender marker due to me not having had bottom surgery, and I know thats not how it works but they're refusing to listen

Firstly, maybe a letter to the practice manager, just casually mentioning the CQC....

Tried it and quoted PCSE guidelines to them, they're still saying the system won't let them do it without bottom surgery which, is bullshit

Maybe raise the issue with them? You could also write to the BMA. I know it's a lot of hassle, but if it gets things moving forward for you...
