It’s also worth asking families why they are picking up with cars. Do they perceive the bus as unsafe? They say some kids live very nearby: could some of those walk or bike? Is police violence or kidnapping a concern?

This reads like a case study on American traffic: the principal says the buses are “moderately full on average,” yet LSCO estimates that 70% of students are dropped off/picked up. The most simple solution would be to add more busses, but that’s buried in the article and gets like one paragraph.
