Have a British boy who used to do this. Was very paranoid about ears being touched. One time giving neck scritches, I moved up until I got to the base of his ear and rubbed gently with back of a knuckle. He's like, OMG! Do it again! Do it again!

Well of course, petting on the ears is incredibly loud to them. But considering most cats have a sense of humor, I'm sure he doesn't mind an occasional bit of teasing
