You may be confused by Members’ tendency to respond to constituent communications with form letters. They don’t have time for anything else. That doesn’t mean that Members don’t know when people are upset about an issue.

Thank you for trying to talk to those people who are angry and won’t listen. I know too that they do notice when they are overwhelmed with phone calls. Form letters are a natural part of any office these days.

In the old days, Members’ offices weren’t bombarded by thousands of email & website communications every day. Also, you never received a stamped letter from a Member of Congress because of the congressional franking privilege. The envelope had the Member’s signature, instead of a stamp.
