We never did "breed women" at 14. For most of human history, in most places and most parts of society, people married in early 20s.

They literally say in the play that she is married too young. It was legal, but not normal. The young ages of the protagonist are in service of highlighting their irrationality.

The Capulets were worried that she was to young for childbirth. The legal age for marriage was 12. The practice was widespread. It doesn't alter the fact that people waiting to get married in their 20's is a fairly modern state of affairs.
