China is also building the most new coal power stations. China is the number one polluter in the world. They are not the green evangelists that you think they are. We should all be transitioning away from fossil fuels and moving to nuclear, solar and other renewable forms of energy.
Per capita pollution is actually worst in USA and is rising. China and India are close but both falling. It is a misdirection to compare raw figures when both China and India have 4x the population.
The atmosphere doesn't care about per capital pollution.
China and India may yet save us all from the insanity and false science being peddled by USA. It will be a close run thing though and none will emerge unscathed.
It certainly does not care about national boundaries. Per capita is the ONLY realistic measure.

You are right however, you could argue that Plutonium is renewable as can made in certain nuclear reactors.We should use it as it is currently the most power dense way of making electricity, one of the safest methods of generating electricity and it doesn't produce CO2.
