There are many types of fuel. Some self combust when mixed. Methane and Oxygen seem to burn the cleanest if you have not noticed. Maybe the best we can do. No catalytic converters on these things. Blue Origin is using Methane. Most use Kerosene that has high energy content but soot.

SpaceX wants to launch every week.
They launch several times every week. They do not plan to reduce their launches. But Srarship can make those launches less polluting. (btw. SLS and ULA rockets pollute more than Falcon 9)
It seems like we might be better off with limited launches, international collaborations for finding better solutions and international laws, plus laws and regulations for off-planet stuff too? Maybe space travel and sattelites etc should be restricted? Long lifespan required too.
Internet over satellite is an extremely bad idea for many reasons. Install fiber. Simple solution.
