I don't know who told them to pick up litter but I wonder if they're opposed to the occupation, as having soldiers doing garbage duty doesn't really make their presence seem needed.

I saw comments from a vet that says on bases and assignments if things are slow this is what soldiers are instructed to do - it is considered part of the job essentially, so the soldiers probably see it less inconsistent to their assignment than the public does.
