This is the kind of array needed for VLF communications with submarines, it has to be huge because of the long wavelengths. (Why are they building all this assorted military crap, when they can't put enough troops in Ukraine?)
It honestly concerns me that this is Russia's idea of espionage. Like...really, guys? Really? It's about as subtle as that time half the Oligarchs in Russia fell off a balcony. ...I guess let them build it a bit more first? No sense in making it go away when they have so many resources left to add.
