Texas received $88.9B in federal funds in 2022. I'm not sure if it's gone down since then, but they are welcome to return the funds for redistribution to the rest of us. usafacts.org/answers/how-...

if you read the transcripts of the town meetings, they explicitly decided not to return the funds so that Biden couldn’t give them to “blue states” instead
