Manchien came in 2010, and wasn't regarding being the cuck he is today. So who knows how that could have turned in the senate back then. We'll never know because it wasn't introduced at all. HR 51, was put out into a 46-2-52 senate dead on arrival.
Liberman is very much the most obvious example that you would be permanently short one on making Roe law. And again, in under a year they had to do that. Not exactly feasible, and the obvious solution (Give Dems more seats) has never been tried again lol.

I just don't feel like the party is genuine in this incentive. They removed it from the party platform in 2004 - and readded it back in 2016....But you are 100% right to mention Manchein: Manchin came out against both H.R. 51 and S. 51, effectively dooming their passage.
The point re: Manchin being that in 2009, instead of Manchin and Sinema being the most retrograde senators, we had *several dozen* Joes Manchin on the Democratic side of the aisle in the senate. Dems have never held 60 seats with their current more-progressive makeup.
Im not versed in early Manchin to say. Seems like the best time may have been in 09, but it wasnt even in the party plan at the time.

They used their political capital to the ACA. Then infrastructure. They prioritize only certain things can get around the filibuster
