I would assume this is "freestyle" and the stroke is what the athletes have determined is the most efficient for distance. The optimized stroke for a purely underwater contest of speed rather than distance would look a lot more like breaststroke and wouldn't have the same glide
I think it needs to be like breaststroke. Baring in mind it’s maximizing distance to effort (therefore oxygen consumption)… many go for 3 minutes+
I suppose what makes the other typical strokes more efficient on the surface are they’re half above water… which isn’t an option here
